IHE admitted its first Master's students in Higher Education in 1999 and its first doctoral students in Management of Education, Science and Technology in 2004.

The Master degree programme aims to equip students with the theories of higher education, the awareness of international and local trends in higher education, and the capacities of taking up administration and consultation work in higher educational institutions and government organs.

Presently the candidates of programmes include 40 Master candidates and 5 Doctoral candidates.
